Am I responsible for previous owners garbage bill.?

I am in yuba county california. I just bought my house and paid for 6 mnths of garbage service. I recieved a letter 2 months after moving in that there is $700 owed from the previous owners,
Why are they sending me the bill? do i have to pay it? There were no cans when i bought the place , i called and had them delivered when i paid them.
